Subject: Final set of L1 TCS dq flags

As promised in the last to last detchar telecon, I finished running Peter's
scripts to look for 5 % dips in TCS-ITMY (and also TCS-ITMX) channel in the
second year of S5 and from these only 4 intervals for ITMY were found. Out
of these 4, only 2 showed large glitches in the TCS AC channel and
correspondingly in DARM-ERR. These intervals (around 863234420 and
860973516) have already been included
in TCS_GLITCH_LOUD when they were obtained using the online K-W analysis.
So there are no new additions to the existing  TCS_GLITCH_LOUD flag for L1.

For records, I am also providing the links to the spectrograms of all the
four instances

I do have 2 new dq flags which includes the entire duration for which there
were 5 % light dips in TCS-ITMX and TCS-ITMY.
Probably they can be called TCS_ITMX_LIGHTDIP_5_PERCENT and
TCS_ITMY_LIGHTDIP_5_PERCENT. These intervals can be found at
