This first cut at identifying segments with H1 in science mode and
H2 unlocked (and vice-versa) seems to have some "edge" effects
(discrepancies of up to a minute in start/stop times) that haven't 
yet been sorted out, but will be examined more closely following
today's S4DQ release 5. A more definitive flag list will be provided in
release 6.
