NOTES:

For S4 the standard L0 raw frames are 1 frame per file and 32 s per frame.

For S4 the standard L1 RDS frames are 1 frame per file and 64 s per frame, generated by LDAS.

For S4 the standard L3 RDS frames are 1 frame per file and 256 s per frame, generated by LDAS.

If a gap appears in the data the createrds script fills in the times near the gap as much as possible, using
non-standard length frames. (The non-standard length frames still contain 1 frame per file, but contain fewer
seconds per frame than a standard frame).  

Sometimes, when one framebuilder is down, or when running parallel jobs to catch up on RDS generation, a
temporary gap in the data appears that is later filled in.  This caused the createrds script to run jobs
that produced non-standard length frames at various times during S4.
