Subject: S4 PRELOCKLOSS (and UNLOCKED) flags

Hi Keith,

I made the lists of PRELOCKLOSS flags with four time scales: 10, 30,
60, and 120 seconds.  From what I've seen, I would recommend using the
30-second time scale.  The files of time intervals are posted at
http://www.ligo.caltech.edu/~pshawhan/lsc/S4/dq/lockloss/ .
There is also one H1 segment (67) for which the last second of the base
segment contains the lock loss, so it should be marked with OUT_OF_LOCK.
Note that PRELOCKLOSS_120 is a superset of PRELOCKLOSS_60 is a superset
of PRELOCKLOSS_30 is a superset of PRELOCKLOSS_10, and they all cover
the lock-loss second in H1 segment 67 in addition to the advertised
number of seconds before the lock loss.
