Subject: Recommended light-dip DQ intervals

Hi Keith,

After much delay -- which I apologize for -- I finally have a
recommendation for light-dip DQ intervals, based largely on the studies
done by Alessandra.  From the time intervals listed at the bottom of
http://www.ligo.caltech.edu/~pshawhan/lsc/S4/dq/lightdips/ ,
why don't we use:

    H1:  4%, 6%
    H2:  5%, 7%, 10%
    L1:  5%, 7%

I suggest DQ flag names like LIGHTDIP_4PCT, etc.
