Note: L1 segment 17 was interrupted by a prolonged power outage.
      For some reason, the segment number wasn't imcremented for
      the first science segment after the outage, leading to 
      two defined segments with the index 17. For simplicity,
      an artificial unified segment 17 has been created here,
      with a long gap marked by the flag OUT_OF_LOCK.
