Subject: S3 data quality flags for periods with stochastic injections

Hi Keith,

Gaby pointed out that we should probably have a data quality flag to mark
the time interval during S3 when the stochastic hardware injection was on;
this would make it easier for the Stochastic Group to ensure that these
times are excluded from their analyses, for instance.  Here are the time
intervals, annotated with segment numbers:

I would suggest a data quality flag called INJECTION_STOCHASTIC, or
